ICTF JPA Board

The ICTF JPA Board is made up of four members, including two Board members each from the Port of Los Angeles and the Port of Long Beach. Board members are elected to a one year term with no restriction on reelection. The governing Board elects one member as chairperson and may elect a second person as vice chair person for one year.

Mr. Mario Cordero is a member of the ICFT JPA governing Board and also serves as the Chief Executive Officer for the Port of Long Beach. Mr. Cordero is an international maritime industry leader, Long Beach resident, and attorney. Beginning in 2003, Mr. Cordero served as a member, vice president and president of the Long Beach Board of Harbor Commissioners for eight years, before resigning to accept President Barack Obama's appointment to the Federal Maritime Commission (FMC) in 2011.

Ms. Bonnie Lowenthal is a member of the ICTF JPA governing Board and also Vice President of the Long Beach Board of Harbor Commissioners, elected to the post in July 2023 by her colleagues on the five-member Board. Ms. Lowenthal was first named to the Commission in July 2017 by then-Mayor Robert Garcia; current Mayor Rex Richardson reappointed her to a second and final six-year term, unanimously approved by the Long Beach City Council in May 2023.

Mr. Eugene D. Seroka is a member of the ICTF JPA governing Board and also serves as the Executive Director for the Port of Los Angeles. As Executive Director, Seroka interacts with a wide range of stakeholders, including Port customers around the globe, industry partners, elected and appointed officials at all levels, business leaders and local residents. A respected global trade expert, Seroka has advocated for rules-based trade agreements that benefit American exporters and manufacturers.

Mr. I. Lee Williams is a member of the ICTF JPA governing Board and was appointed to the Los Angeles Board of Harbor Commissioners by Mayor Karen Bass and confirmed by the Los Angeles City Council on May 2, 2023. Williams has been in real estate, investments and banking since 1988 and owns and operates The Lee Williams Real Estate Group serving primarily the Los Angeles South Bay. Prior to establishing his own real estate company, he worked as a senior lender for commercial and resort financing.

Dr. Noel Hacegaba is the Executive Director for the ICTF JPA and is the Chief Operating Officer of the Port of Long Beach, responsible for managing the Port’s day-to-day operations, including Commercial Operations, Finance and Administration, Engineering Services, Planning and Environmental Affairs, Communications and Government Relations. Dr. Hacegaba served as the Port’s lead negotiator on major business transactions, including the sale of Long Beach Container Terminal and Total Terminals International.
