ICTF JPA

The ICTF JPA is a public entity created in 1983 to oversee the development and operation of the ICTF. This entity is administered by a governing board and is separate and apart from the Cities of Long Beach and Los Angeles. The ICTF JPA is a joint entity created and funded by both the Port of Los Angeles and the Port of Long Beach. The two Ports share equal control of the ICTF JPA contributing two members each to the four person ICTF JPA Board. The JPA Board includes: Mario Cordero, Bonnie Lowenthal, Eugene D. Seroka, and I. Lee Williams.

Since the development of the ICTF, the JPA has served to oversee the operational and financial activities of the facility. In regards to the proposed ICTF Modernization and Expansion Project the JPA has the authority as lead agency for any environmental determinations made under the California Environmental Quality Act (CEQA).
