Lucia Moreno-Linares

Lucia Moreno-Linares is a member of the ICTF JPA governing Board and also serves as the Commissioner for the Port of Los Angeles. Ms. Moreno-Linares has been a resident of Wilmington for nearly 50 years.

Moreno-Linares began her career at Family Federal Credit Union (FFCU) in Wilmington in 1983, an institution focused on serving the community, particularly immigrants, low-wealth families and small businesses. She became operations manager in 1987 and worked her way up to CEO in 1992. In September 2016, FFCU merged with Self-Help Federal Credit Union, where she is now serves as branch manager. Self-Help FCU has more than $680 million in assets and more than 80,000 members. Their mission is Economic Opportunity for all. Ms. Moreno-Linares has served locally, statewide, and nationally on committees related to credit unions for many years.

She currently serves as a member of the Wilmington Chamber of Commerce Board of Directors, and chairs the Wilmington YMCA Council of Managers. Supervisor Janice Hahn appointed her to serve on the L.A. County Small Business Commission and Assemblymember Mike Gibson appointed her to serve on the District Business Commission. She also is a member of the Wilmington Rotary Club Executive Board and Sts Peter & Paul Church Finance Council. Previously Moreno-Linares served on the Wilmington Neighborhood Council and was on the executive board for five years. She was appointed by Councilman Svorinich to the Harbor Watts Economic Development Corporation and Wilmington Senior Citizen Center Task Force. Mayor Riordan appointed her to the first Harbor Area Planning Commission. She also founded Wilmington Business Watch and Vecinos Unidos Neighborhood Watch in the early 1990s.

Born in Baja California Sur, Mexico, Moreno-Linares immigrated with her family to the United States in 1971, setting in Wilmington, where she still lives today. She is married to Heriberto F. Linares and together they have two adult children.
